Stat bills consume the largest share because they stack (up to 10 passes each). This is by design — permanent stat increases compound over your entire playthrough.

Which unlock bill should I pass first?

"Increase EXP Gain by 10%" (50 Mana). This single bill provides a permanent 10% EXP increase that stacks with everything else. The time saved on leveling pays for itself within the first hour.

Is the Land of Carnage unlock worth 500 Mana?

Yes. The Land of Carnage provides the best EXP, HL, and item drops in the game. Without it, your maximum leveling speed is capped. Save the 500 Mana specifically for this bill and pass it as soon as you complete the main story.

Should I unlock all weapon skills before the Land of Carnage?

No. Unlock Advanced Weapon Skills (300 Mana) for A-rank skills, but save the Ultimate Weapon Skills (800 Mana) for after Land of Carnage access. The Land of Carnage's higher-level content provides the proficiency experience needed to actually reach S-rank, making the unlock more useful at that point.

Can I skip stat bills and only pass unlock bills?

You can, but it's inefficient. Stat bills provide permanent, stacking combat bonuses that make all content easier — including the content you unlock. A character with +50% ATK from stat bills clears the Land of Carnage significantly faster than one without any stat bills. Balance your Mana investment between stats and unlocks.

What happens if I pass a bill and later want to respec?

Dark Assembly bills are permanent — there is no way to undo or respec them. However, since all bills provide positive effects, there's no downside to passing any bill. The only "regret" possible is spending Mana on a less-optimal bill order rather than a higher-priority one.
